He is a highly accomplished leader with over 25 years of experience directing large organizations and managing complex operations, consistently demonstrating significant budget oversight. Notably, he was instrumental in formulating the United States Air Force’s $806 billion five-year budget. He skillfully defended the 2018 budget against proposed cuts and, through strategic financial restructuring, transformed a projected $29 billion deficit into a $3.5 billion surplus, strengthening the institution’s financial stability. His expertise extends to managing multi-billion-dollar aviation program portfolios and optimizing resource allocation in high-stakes environments.
